The Emergence of System Leadership
Even a dozen years ago few would have predicted the amount of collaboration and mutual support in the school system today. The shift from competition to collaboration, from top-down control to school autonomy has been quite remarkable. So too has been the emergence of the role of ‘system leader’ – someone in a leadership capacity who is almost as concerned about the progress of another school as they are about their own. This presentation traces the emergence of this vitally important role – one that has the capacity to transform our whole educational system. Although grounded in the English experience this example has a global relevance. The recent OECD Improving School Leadership project has highlighted the importance of ‘system leadership’ in contributing to educational reform in the pursuit of higher standards of student achievement.
